Produced in Canada for the Dutch (or possibly Belgian) market as it is marked 'Niet voor handelsdoeleinden' or 'not for commercial purposes' as was done for a long time for all non-calibrated measuring devices in the Netherlands. Millimeter markins and a fold out eye with indentation. Possibly 1960's.
