This a large beam compass and, according to the box, was once very expensive...The instrument was used by the UK Hydrographic Office and obtained nr HO619 in its inventory. It is very long with a total span of 1.5 meter. The beam compass was used for setting out distances (and coordinates) when drawing charts. This set is so long it has a set of support wheels for the middle of the compass.
