This is a special pair of dividing protractors. Where most 'standard' dividing protractors have a number (usually 4) scales on the four sides, this one only has a singe scale with a vernier. Using a cogwheel it can be set very accurately to the desired setting which can be obtained from the back from the box where the various ratio's are given. So rather than having the 4 standard scales, the instrument can be set to whatever ratio is desired including some miscellaneous scales.
This instrument was 'signed' by its previous owner (most probably J.E. Leeds). As the name is quite common, no further information could be found on the previous owner. The instrument is however in a very good condition and either was little used or very well taken care of.
