I obtained this parallel rule together with an Ebbco station pointer and Seafix direction finder. All three could be from the same owner and have done duty on a small yacht. This parallel ruler is a modern version of the ebony and brass versions in my collection. What makes it somewhat special is the 'brake' on the ruler. The small knob in the middle needs to be pushed for the wheels to move. It actually works. The only design flaw is that the 'wheels' are too high and make the ruler tilt where the older versions have a clearance of only a mm or so making them flat to the paper rather than at an angle. This instrument is marked 'Captain O.M. Watts' which could indicate that it has been sold by the renowned London yacht supply store 'O.M. Watts'. It seems they have gone out of business somewhere in or after 2003.
