Rather than the 'standard' dividing protractor which is used to obtain ratio's between the two end, this one is designed for one specific ratio. That is, the ratio between speed, distance and time. By setting either the speed or the time between the points and the other on the scale, the distance can be read between the other set of points. This one probably was never used as it came with the plastic end-caps still in place.
