Pantometer
The pantometer is a cross between an aiming compass, an equerre and a graphometer.

This instrument is a small and portable crossing between mainly the equerre and the graphometer. As a result of those qualities it is possible to both set out square angles with it at any direction as well as to measure angles relative to magnetic north. This equerre also comes with a bubble level to position it horizontally. The knob on the bottom rotates the top half of the instrument. As this part also contains the compass it allows the instrument to be first aligned with the object towards which the direction needs to be measured using the bottom slits. Then, rotating the instrument untill it is either aligned with the other object ór with magnetic north (whichever is wanted) the angle between the two directions can be determined. To allow for accurate reading a vernier reading to 60' is mounted on the top half allowing the instrument to be read directly to 2' and to be estimated at 1'. The compass needle can be locked for transport.
This instrument is unsigned and undated. However, based on the style of the compass dial and the machined engravings it seems to be first half of the 20th century.
